The Independent Authority for Whistleblower Protection is structured into a Presidency and the Advisory Commission on Whistleblower Protection.
The Presidency is directly responsible for three bodies with a general sub-directorate level.
President: Manuel Villoria Mendieta
Functions:
Law 2/2023, of February 20, regulating the protection of people who report on normative infractions and the fight against corruption, attributes to the Presidency of the Authority broad responsibilities in the governance of the institution and in decision-making. Its functions are regulated in the article 55 of that rule and in Article 12 of the Statute of the Authority. Among other issues:
It has the legal representation of the Independent Authority.
Agrees to the convening of the regular and extraordinary sessions of the Advisory Commission on Whistleblower Protection.
It arranges the expenses and orders the payments of the Authority.
It celebrates the contracts and agreements.
It serves as the senior manager of all staff of the Authority, approving job relations proposals and convening and resolving job provision processes, among other functions.
Appoints the persons in charge of the governing bodies of the Authority.
It gives a ruling in proceedings in punitive matters in the terms provided for in the Title IX of Law 2/2023.
Presides over the meetings of the Advisory Commission on Whistleblower Protection.
Approves the Authority's preliminary draft budget and annual accounts.
It is the contracting body of the authority, approves expenses and orders payments, approving the inventory of goods and rights.
Resolves appeals against the acts and decisions adopted in matters within its competence.

Functions:
- Adopt the measures of protection and support of the informant provided for in Law 2/2023, of February 20.
- Manage the external communications channel regulated in title III of Law 2/2023, of 20 February.
- Publish the procedure for managing information, both from the external channel and from the internal channel of the Authority.
- Manage the database of the Information Management System in which the communications received in the external channel will be recorded.
- Those others that are entrusted to the Department by the person holding the Presidency or by a rule of legal or regulatory status.

Holder: Teresa de Jesús Sánchez Armas
Functions:
- To process the sanctioning procedures for the infractions foreseen in the Title IX of Law 2/2023, of February 20.
- Process the procedure to determine the cases of exemption and mitigation of the sanction referred to in the Article 40 of Law 2/2023, of February 20.
- Prepare circulars and recommendations that establish appropriate criteria and practices for the proper functioning of the Authority, as well as crime prevention models in the public sphere.
- Prepare the reports that are issued in a mandatory manner in the preparation of preliminary drafts and draft general provisions that affect the scope of competences and the functions carried out by the Authority, as well as those non-mandatory reports issued in the processing of rules that are submitted to them.
- Prepare the Annual Report to which the third additional provision of Law 2/2023, of February 20 as well as statistics on the information referred to in chapter III of the said Act.
- To serve as the secretariat of the Advisory Commission for Whistleblower Protection.
- Those others entrusted by the person holding the Presidency of the Authority or by a rule of legal or regulatory status.

Functions:
- The management and administration of human resources including the elaboration of the list of jobs, the management of the selection processes of labour personnel, the management of social action and the training of human resources, as well as the instruction of disciplinary files on misdemeanours committed by the staff of the Authority.
- The planning and implementation of the occupational risk prevention policy.
- Relations with the staff participation and representation bodies.
- The design and implementation of a system of evaluation of the performance of staff within the framework of the provisions of current regulations.
- Prepare the annual action plan and its updates.
- The management of the material resources of the Authority, and the exercise of the competences in patrimonial matters corresponding to it, the conservation and maintenance and security of its heritage and keeping an inventory of the goods and rights that are integrated in it.
- The internal regime, general matters and the coordination and inspection of the facilities and services of the Authority.
- The economic-financial and patrimonial management of the entity, the preparation of the preliminary draft of the annual budget of the Authority, and the processing of its variations.
- The processing of contracting files for the acquisition of goods and services, as well as the allotment of material.
- Budgetary management, revenue and expenditure management, collection and payment and management of the Authority’s treasury.
- The actions related to the accounting management and its documentary processing, and to the preparation of the accounts of the Authority for its accountability and approval.
- The management and collection in a voluntary period of the income from sanctions imposed by the Authority, in accordance with the provisions of the title IX of Law 2/2023, of February 20.
- The address and organization of the archiving and registration services of the Authority.
- The management of AIPI's internal channel.
- The management of the database of the Authority' s Internal Information System, which will record communications received on the internal channel.
- The implementation, development and maintenance of the Authority’s information systems and electronic media.
- Maintaining and supporting the operation of the external information channel of the Authority.
- The design and execution of plans, coordination of actions and provision of services in the field of information and communication technologies.
- The management and maintenance of the electronic headquarters and internet portals.
- Support, collaboration and assistance in the development of the actions and investigations carried out by the competent bodies, in accordance with the provisions of Law 2/2023, of February 20.
- The internal legal advice of the Authority for the necessary exercise of its powers and functions and its regular functioning, without prejudice to the provisions of article 36 of the Statute of the Authority.
- The performance of the other powers and functions assigned to him by the Statute and any other applicable rules, as well as those delegated to him in his case by the Presidency of the Independent Authority for Whistleblower Protection.
