The President of the Independent Authority for the Protection of the Informant, Manuel Villoria, held a meeting today with the President of the Council of Transparency and Good Governance, Concepción Campos, in which they highlighted the necessary institutional collaboration between both bodies for the fulfillment of Law 2/2023.
The Independent Authority for Whistleblower Protection (AIPI) and the Spanish Chamber of Commerce have signed a general protocol of collaboration to promote and strengthen the culture of information, the protection of informants and the integrity and regulatory compliance of the Spanish business ecosystem.
Law 2/2023 on the Protection of the Informant assigns advisory functions to the President of the Authority, with the issuance of reports and the elaboration of proposals on issues related to the protection of the informant person and the fight against corruption.
The technical characteristics of the internal information channels were an incorporation of the recently published Recommendation 3/2026, focused on the General Administration of the State and its instrumental entities of the public sector. The updated versions are already on the AIPI web portal.

This third recommendation completes what has already been indicated in Recommendation 1/2026, of a general nature, delving into the unique aspects of these public sector organizations, such as the variety of legal natures, the configuration and shielding of the system manager, the technical architecture of the channel or procedural guarantees.
On the occasion of the International Day of Informants, held on June 23, the AIPI promoted a campaign that sought to raise awareness of the need to promote the detection, investigation and correction of irregular behaviors.
