The Independent Authority for Whistleblower Protection (AIPI) is the state public body responsible for protecting persons who report violations contained in Law 2/2023, of February 20, and for managing the external information channel provided in that regulation.
The AIPI acts with full autonomy and independence from the Government and the rest of the Public Administrations, ensuring objective, impartial and oriented action to protect the public interest.
Its purpose is to contribute to the early detection of infringements that may affect the public interest, protect reporting persons from possible retaliation and promote a culture of integrity, transparency and compliance in public and private organizations.
In order to fulfil these purposes, AIPI develops functions of management of the external channel of information, protection and support for reporting persons, exercise of the sanctioning power in the legally foreseen cases, issuance of reports and recommendations, and promotion of the information culture.
It is regulated in the Law 2/2023, of February 20 and in Royal Decree 1101/2024, of 29 October approving the Statute of the Independent Authority for Whistleblower Protection.
The AIPI has become operational on 1 September 2025, in accordance with the Order of the Minister for the Presidency, Justice and Parliamentary Relations, PJC/908/2025, of 8 August.
