Members of the Commission

The Commission was constituted with the assistance of 11 of the 13 designated members, the President of the AIPI and the Director of the Department of Follow-up and Sanction Regime, which will be exercised by the Secretariat.

The President of the AIPI, Manuel Villoria, already has an advisory body in the matters in which the Authority is competent. The Advisory Committee on the Protection of the Informant held its constituent meeting today, July 15, at the AIPI facilities in Madrid.

The Advisory Commission on the Protection of the Informant is regulated by Law 2/2023, of 20 February, regulating the protection of persons who report on normative violations and the fight against corruption, and in the Statute of the Authority. It has 13 members, ten of whom represent different authorities and organizations with competencies related to the AIPI; two others are jurists of recognized prestige, and another one represents the associations of the informants.

Thus, under the Presidency of Manuel Villoria, they participated in the constitutive meeting in person:

  • Joan Mauri Majós, Counsellor of the Second Economic and General Affairs Department of the Court of Auditors, representing the Court of Auditors.
  • Gonzalo Gómez de Villalobos, Deputy Director-General for Transparency and Good Governance, representing the Council for Transparency and Good Governance.
  • María Luisa Araujo Chamorro, President, on behalf of the Independent Office for the Regulation and Supervision of Recruitment.
  • Francisco Javier Priego Pérez, Secretary General of the Bank of Spain and Chairman of the Committee responsible for the Internal Information System of the Bank of Spain, representing the Bank of Spain.
  • Regina Rodríguez-Pomar Camps, Director of the Department of Retail Investor Protection and Financial Education, representing the National Securities Market Commission.
  • Miguel Bordiu García-Ovies, Secretary of the Council, representing the National Commission of Markets and Competition.
  • María del Carmen Bernardo Gómez, Director of the Internal Audit Service of the State Tax Administration Agency State Tax Administration Agency, representing the Ministry of Finance.
  • Ana María Garrocho Salcedo, Full Professor of Criminal Law at the Carlos III University of Madrid, as a representative appointed by the Ministry of the Presidency, Justice and Relations with the Courts among jurists of recognized competence with more than ten years of professional practice.
  • Alfredo Suaz González, Deputy Director General of the National Anti-Fraud Coordination Service, representing the General Intervention of the State Administration (IGAE).

They participated in a telematic way:

  • Óscar Sánchez Muñoz, Professor of Constitutional Law at the University of Valladolid, as a representative appointed by the Ministry of the Presidency, Justice and Relations with the Courts among jurists of recognized competence with more than ten years of professional practice.
  • Elena Marina Rodríguez Ramalle, General Director of the Advisory, representing the State Attorney General.

The representative of the AIReF and the representative of the most representative associations of informants excused their attendance due to prior commitments.

After the constitution of the Commission, the Director of the Department of Follow-up and Sanction Regime, Teresa de Jesús Sánchez Armas, who will have a voice but not a vote in the sessions, took office as secretary of the body.

Next steps

The Commission addressed at its meeting some of the tasks that it will carry out soon, among which it highlights, internally, the elaboration of its own operating rules in the aspects not regulated by Law 40/2015, of 1 October, on the Legal Regime of the Public Sector.

Until the approval of these internal operating rules, regular meetings have been scheduled in March (before the presentation of the Annual Report) and October (approximately coinciding with the second semiannual meeting with the Autonomous Communities).

The President of the AIPI also announced his intention to present to the Commission the Annual Report of 2026, as well as the action plan, prior to its approval, as well as, among other documents, the Recommendations that will be elaborated in response to the most relevant issues on the protection of the reporting person and the sanctioning regime, which are the main competences of the AIPI.

The President may request different reports from the Commission and, for its part, the Commission may submit proposals to the President, on matters within its competence. All participants in the meeting confirmed their readiness to work with AIPI to facilitate the fulfilment of the Authority ' s purposes.
